Call for proposals in Eritrea: local and regional governments from Eritrea, Europe or EU partner countries are eligible as main applicants or co-applicants. Lot 2 aims specifically at strengthening local authorities to enable them to fulfil their mandate as development and sustainable local growth stakeholders and public services providers; and to strengthen the cooperation between Eritrean local governments, with other African or European local governments, or with civil society organisations.

The main objective of this call is to improve the contribution of civil society organisations to governance and development, through pilot activities of Territorial Approach to Local Development (TALD), the priority will be given to activities fostering the cooperation between local authorities and civil society organisations for sustainable development and local economic development.

The objective is to conduct pilot activities of participative process for territorial planning and management in protected subnational areas, following the Territorial Approach to Local Development (TALD), and with a component on gender equality.

Call for proposals in Paraguay: Paraguayan and European local and regional governments are eligible as main applicant under lot 2; and as co-applicants under lot 1. The objectives of this call are strengthening local authorities for an enhance governance and sustainable local development; bring solutions efficient and inclusive of vulnerable population to climate change; promote new models of sustainable development and sustainable environmental management. The exchanges of expertise and best practices between Paraguayan and European local authorities will be a criteria of added value for the evaluation of proposals.

Call for Proposals “Supporting the participation of Sub-Saharan cities in the Covenant of Mayors”, the objective is to increase the capacities of Sub-Saharan cities to provide access to sufficient, sustainable and safe energy-related services to populations.
