Review of the French development policy: the place of local authorities confirmed

The French government is preparing an orientation and programming law on development which will mainly aim to define the aim of the French public development aid and the amounts allocated for it, to reaffirm its main principles and to clarify its management and organisation. In this framework, an article will be dedicated to the “External action of local authorities”, a larger and more comprehensive notion than that of “decentralised cooperation”, in order to legally secure the diverse initiatives taken up by local authorities at the international level.

 

This initiative follows five months of exchanges and debates between all the French development cooperation actors (state, NGOs, trade unions, companies, foundations, local authorities, MPs, research organisations, state services) during the Assises for development and international solidarity, closed by the President François Hollande.

 

In this framework, the AFCCRE and CUF, both members of PLATFORMA, as well as all the French associations of local authorities, are continuing the dialogue with the government, mainly in view of the parliamentary debates on this text which should start in January 2014.
