AFCCRE publication on the role of local and regional governments in European development policy

In light of the new financial framework for the 2014-2020 period, the revision of the European development policy based on the orientations defined in the Agenda for Change and the new responsibilities acknowledged for infra-national governments in France, the AFCCRE has reviewed the emerging prospects for local and regional governments in EU development policy.

 

Struggles between the Parliament and the Council over the 2014-2020 budget is thought to have delayed the European Commission, as the seven-year long programming[1] has only just been launched. This has presented an opportunity for us to review an initiative put forth by the AFCCRE which, by means of a publication, looked to contribute to the assessment of the participation of French local and regional authorities in European development programmes and to promote best practices which received EU co-financing.

 

This publication also highlights the European Union’s progressive acknowledgment of local and regional governments (LRGs) and of decentralised cooperation in EU development policy and furthermore looks to build a first reflection, in figures, of French LRGs participation in European programs. Lastly, it addresses the emerging prospects of local and regional authorities in the context of the reshaping of French and European development policies, particularly in the eve of the year 2015, which will see the renewal of global development objectives and the Paris Climate Conference.

[1] The programming for 2014-2017 was completed in Summer 2014 and the CSO-LA annual action programme has just been adopted, consequently call for proposals under the 2014-2020 multiannual framework can be now officially launched.
